The State of Children's Mental Health Services
This report is divided into three sections. The first focuses on NHS specialist mental health services in the community (also sometimes called CYPMHS or CAMHS). This does not include inpatient services, which are the focus of other work by the Children’s Commissioner3. Section two covers low-levelservices for children with emerging conditions or those who do not need specialist care. These services, often provided in schools, youth clubs or even online, are paid for by the NHS or local authorities, charities or schools.
The last section looks at the Government’s future plans for children’s mental health services, in particular the Green Paper on Children’s Mental Health and the NHS Long Term Plan. We ask whether, combined, these and other commitments are sufficient to meet the needs of children.
